Dead links to disavow or not in Manual penalty

I've read the FAQs and searched the help center. 

I have got manual penalty from google and now I am going to submit reconsideration request. I want to know about dead and not opening link. I have to disavow them or not as they can reappear after some time. For example some links showing server error or similar errors. I have to disavow them or not.

disavow them.  It is easier to do for most of us to disavow the bad links and move on.  If the link reappears for whatever reason, if you have disavowed the domain then you are covered.  Key point, disavow at the domain level no the link level.

Levels

Member levels indicate a user's level of participation in a forum. The greater the participation, the higher the level. Everyone starts at level 1 and can rise to level 10. These activities can increase your level in a forum:

  • Post an answer.
  • Having your answer selected as the best answer.
  • Having your post rated as helpful.
  • Vote up a post.
  • Correctly mark a topic or post as abuse.

Having a post marked and removed as abuse will slow a user's advance in levels.
