I was setting up my watch and my phone shut off mid setup when the watch says "continue setup on phone". When I turned on the phone it did not continue where it left off and wasn't connecting. I tried clear my cache and data on the wear app on my phone. I can't turn off the watch or do anything it just stays on that screen. I've held the power button for up to 20 seconds and it hasn't done anything. It's just stuck on that screen for the watch. What do I do?

Is the watch still stuck with this? Sometimes you might need to hold the power button an excessively long amount of time in order to force a restart; maybe hold it for 60 seconds to see if that does anything?
You'll need to factory reset the watch in order to start the setup process again. That shouldn't be too much of a problem after it's out of the "continue setup" loop.

I got it to turn off by holding the power button and doing a "x" swiping motion but when I turn it back on it still does the same thing.

Are you able to get into the watch's Settings menu by either tapping or briefly holding (1-2 seconds) the power button?

No the watch immediately goes to that screens and stays on it. I have not plugged it into a computer yet idk if that would do anything.

Interesting. I just reset my LG Watch Sport to test. While the watch displays "Continue setup on phone" I'm able to get into the Settings menu by holding the crown/power button for one second. 

I'm not sure why that wouldn't work on your Asus ZenWatch 3, but you might want to reach out to Asus support to see if they have any other suggestions. You should be able to find their contact information via the Get Device Help link at the top right of this page.

i have that watch seems like its trying to connect to os wear have you uninstalled and reinstalled os wear see if that works if not then i believe the watch might be broken

My Asus Zenwatch3 is also having the same issue. It gets stuck on "Continue set up on phone", whereas there is no option to perform anything on the phone under Wear OS app.
I had done below steps, but the issue still persists.
  1. On the watch, go to Settings > System > Disconnect & reset.
  2. On the phone, go to Settings > Connected devices > Bluetooth, tap the gear icon next to your watch's name (if it's listed), and choose Forget.
  3. Go to Settings > Apps & notifications > See all apps > Wear OS by Google > Storage > Clear data.
  4. Go to Settings > Apps & notifications > See all apps > Google > Storage > Clear data.
  5. Go to Settings > Apps & notifications > See all apps > Google Play services > Storage > Manage space > Clear all data.
  6. Reboot the phone.
  7. Open the Google app and go through the setup and onboarding process for Assistant.
  8. The launch the Wear OS app and try to connect your watch again.
