Why does Waze not alert you anymore of police or speed traps? And I have notifications set up

People should still be receiving these alerts, we're not aware of any bugs surrounding this at the moment.
Do keep in mind that there is a bit of a delay (some minutes) for these to appear. Also, if several people downvote the report when they get it, it becomes more likely that the report will disappear quite quickly. There is also a system that determines how trustworthy reports are from each user. While not too likely, it could always be that someone's reports don't actually get shown to other users based on their history.
On top of that, it should be noted that alerts are directional. So if you report a temporary speed trap, drivers in the other direction will most likely not get that notification, even though it is visible in the app.

Police Reports are user generated

Here's how you can submit a report, if available in your country
- Tap Police or Other side if the police is on the other side of the road
- Tap Send to send your report or tap Later to save your report and send it at another time

Sometimes it alerts, sometimes it does not. Not reliable.
Also, I didn't find anymore how to report a speed trap.
On report, I have police, hazard, road issue ...

I recommend trying to switch the voice to something else and back and see if that fixes the situation. That will force Waze to download the updated files for that voice.
I also recommend using TTS voices instead of pre-recorded voices.
