Unable to add Navy Fed cards onto Google Wallet on Sony Xperia 1 V

Called my bank (Navy Fed), they said everything looks good on their end.
Tried removing all cards from everywhere on my Google account. Still unable to add to Google Wallet for NFC/Contactless Pay. Was able to add to payment method for Online purchased, just not NFC/Tap pay.

Is your SONY a new device?

If a new device, . . .
 
Is Near Field Communication (NFC) enabled on your phone? Open phone Settings > Connections > NFC > Contactless Payments > enable NFC.
 
Update Android security & privacy settings on the new device

Ask NFCU technical customer support to issue a new tokenization request by removing old credit card approvals if any on your old phone and smartwatch.

Re-add your cards:
 
Go to Settings > Apps > Show system apps > Google Play services > Manage space > Clear all data. Then, re-add your cards to Wallet per instructions on https://support.google.com/wallet/answer/12058983

I see NFCU still has a help page for Google Pay. 

Can you please share with their customer service;

the help page doesn't help at all. it seems to be my Navy Fed card that's acting up. but on my sansung phone, when I added the card to it. it was fine
