Hi Simon, interesting. I know some banks do have a limit in connection to Google Pay/Google Wallet such as the Beyond Bank in Australia which has a $1,200 daily limit in place. https://www.beyondbank.com.au/need-help/what-is-the-daily-limit-when-using-google-pay.html Another article about limits which talks about at least 25 banks in India: https://www.mysmartprice.com/gear/google-pay-upi-transaction-transfer-limit/ (as you can see limits vary from one place to another place).
Google Wallet is allowed to decline a transaction (see https://support.google.com/wallet/answer/12058983?hl=en-GB&ref_topic=11925503#zippy=%2Cyour-transaction-cant-be-completed and https://support.google.com/pay/answer/7644087#zippy=%2Cyour-transaction-cannot-be-completed-and-general-troubleshooting-steps) however it seems highly doubtful that they are allowed to actually freeze your card.
Are you able to use your physical card in a store or at a gas station or elsewhere to verify the physical card still works? (I was thinking of a transaction where you needed to physically swipe or insert the chip into the machine at the place.)

Cards themselves are not supposed to really have limits other than if you are sending/receiving/transferring money as outlined in https://support.google.com/googlepay/answer/10187490?hl=en. The only other limit is mentioned in https://wallet.google.com/payments/apis-secure/u/0/get_legal_document?ldo=0&ldt=walletcard which includes "The maximum cumulative cash access amount that may be withdrawn per rolling 24-hour period is $300.00." and "The maximum amount that can be spent on your Card per rolling 24-hour period is $5,000."
