The reasons that Google accounts are not eligible to be assigned a Google Voice inbound telephone number include (but may not be limited to):
- The submitted number is from a telephone carrier that is ineligible to be used to claim a Google Voice number. Submit a number from a different carrier.
- The submitted number has been previously used by either you, or the previous user of that number, to request a Google Voice number. Submit a different number.
- The submitted number is outside the 48 contiguous US states. Submit a number from within the 48 contiguous US states.
- You have tried to submit forwarding numbers too many times in a short period of time. Wait at least 24 hours before trying again.
- Your Google account has been flagged for some violation of Google's Terms of Service or its Acceptable Use Policy. You are ineligible to get a Google Voice number.
These limitations are in place to protect the service from abuse. As such, to limit information which could be used to reverse-engineer the protections, Google will not provide any more-specific details on individual cases where a number request has been denied.

Red's original answer already answered your question. This is an anti-fraud measure. You cannot use the same personal phone number to claim more than one Google Voice number, regardless of whether you, or somebody else used that number for eligibility in the past.
There is no other answer. Not everyone is entitled to a Google Voice number.

They wouldn't be using your number after they got the verification code,
The verification code is all they wanted.
You can't use your phone for one of the reasons listed in the answer posted in this thread.

I don't work for Google so I could be wrong.
Google doesn't seem to have any documentation to support what I said so you can try again if you like.

then I linked it to my sons phone. Then once I did that, I added my phone number as an alternate linked via settings, then deleted his.
Here's what the link looks like:
Change your existing Voice number
You can replace your current Google Voice number with a new one for $10.
After you change your number, you can't undo the process or get your money back.
- On your computer, go to voice.google.com.
- At the top left, click Menu
Legacy Google Voice. Google Voice will look different, but you're in the right place.
- At the top right, click Settings
Settings.
- Click the Phones tab.
- Next to your current number, click Change / Port.
- Select I want a new number. Follow the on-screen instructions to set up your new number and pay.
- After you've completed the transaction, you'll get a few emails with updates and further instructions.
I have not been requested for payment. maybe I will, but $10 is fine with me.
I need to test it by a phone other than his phone calling the google number.
I hope this works! Been tinkering with this for hours. I downloaded the app to my iphone and my desired phone number (the one that was limited) shows up. the one I used to link it is no longer linked.

Sorry, but you didn't figure anything out, other than the fact that you couldn't use your own number to claim a Google Voice number. Instead, you used your son's number as the "claim ticket". Now, he can't get a Google Voice number.
Furthermore, this has nothing whatsoever to do with the number change procedure, which is for users with an existing Google Voice number, who want to get a different one. That procedure costs $10.
