Welcome to the forum.
You must be able to respond to the verification call,
Either activate a phone with the number or ask your provider to forward calls to a working phone that you can answer.

Hi Andrew, welcome to the forum.
Having access to your old number to receive a verification call is required in order to port your number into Google Voice. If you don't have a phone currently attached to the number, yet still have the number on your account, you could ask your carrier to temporarily forward the number to a working phone you have access to. Once you receive the call from Google, you could remove the temporary forwarding.

- You can only transfer your Google Voice number. This means that none of your text messages, call history, voicemail, settings, or forwarding phones will be transferred.
- You cannot transfer your Google Voice number onto an account that has not accepted the Google Voice Terms of Service.
- You cannot transfer your Google Voice number onto an account that already has a Google Voice number.
the second reason is the only one I can believe makes sense as the new line does not have a google voice number associated with it. I can not figure out how to accept the terms of service on the new one.

I've got a problem that doesn't have an answer posted. Back in early '15 or so, I set up a bunch of Gmailboxes for a non-profit and (perhaps later) a Google Voice number. I can call the number and it gets forwarded to my home phone, but I don't know the account name or password. Password/account recovery sends info to a mailbox I don't recognize (from the xxx's). Is there any way I can get back into that GV account? Or, if I have to set up a new one, can I transfer the original number to the new account.
OK, I'm getting senile (this was for a help line for seniors), but a Windows Update killed a lot of my notes on all this.
