 When I had my old Samsung Galaxy 7 Edge I would receive a call. I would look at my phone and see the number that was calling me but I was not able to tell if it was my personal number or my google voice, which I use for my business. I would pick up and google voice would say something like “to answer press 1 to send to voicemail press 2.” If it was a call to my personal number it would just go straight to the person.

This was PERFECT because I was then able to answer my Google Voice with my business welcome - Thanks for calling…

I have recently bought a new phone, Samsung Galaxy Note 9 and added google voice app back to it. Now when people call I no longer hear the google voice and it goes straight to the person. Now I have no idea which number the person is calling. 

I have looked up online but do not want to do the following options:

1. Make people say their name as this is very unprofessional for a business.

2. Make it so my google voice number comes up as then I have no idea who is calling, nor can I save their number etc. 

3. I also tried to forward the number to hangouts but that didn’t work and is confusing.

I just want it the way it used to be. I wish google voice could allow to have a special ring tone or something. There MUST be a setting can anyone help?!

The only way your phone can assign a special ring is to assign it to a specific number.
 
You don't want to use the only ways to identify Google Voice calls that are available.
 
I don't recommend Google Voice for business use due to the absence of any formal support so you might take a look out there for something that can offer you the functionality you need and get a product that can offer enterprise level support too.

That is call screening.
You can go to  https://www.google.com/voice/redirection/voice#phones and turn Call Screening off or on.

That's what I thought. When I turned it in it required people to record their name. Before it did not. I don't want people to have to record their names. There is some way to do this, there must be a setting

I am having this problem too. In searching through other forums, it appears Google has disabled the option to choose whether callers announce their name. It’s either you screen calls and the caller must announce their name, or you don’t screen calls at all and then you don’t know if someone is calling your personal cell or your Google number.  Either option sucks for those of us trying to use Google Voice for a business line.

I agree with you that Google voice is a poor choice for business use, the pennies you save can quickly be lost. 
 
There was a recent change, anyone not in your contacts will be asked their name every time they call.

I have used this google voice number for years. It would be a DAUNTING task to get a new number from some other place. There MUST be a work around. I still haven’t figured out how to forward the google voice to google hang outs yet. Maybe that will fix the problem? Anyone have success with that?

Porting a number to another provider is done thousands of times a day. 
 
You don't forward a Google Voice number to Hangouts, you just sign in with the same Google account and if you use Android, you install the Hangouts dialer.
 
It will not change how Google Voice works.

There is no other workaround.  You can open Hangouts and select the option under "Google Voice" and turn on "Incoming Phone Calls".  You would also need to install the Hangouts Dialer, if using an Android.
 
You can also port your number from Google Voice to another, more business-friendly provider.
