About 5 days ago I tried to setup Google Voice in a Chrome browser. 
I entered a phone number we use, verified it, selected a google voice number and then it went in a loop to go through the same process again. On entering the number to verify it said it was not a valid number. I tried another number we use went  through the same process and loop. These two numbers are from a voip service so maybe it didn't like that. My dad then went and got a new mobile number from Ultraphone a partner of Tmobile so it should be good. 
Yesterday and today tried to get into the Voice account but it wouldn't load completely and there was a swirling hourglass. There was a popup saying to choose a number. On clicking this link it then got an error saying: "Something went wrong. We had a problem with this. Please try again."
Of course trying again goes back to the same error. Waited a day tried again. Same issue. 

I read various posts about this here, tried all kinds of things to no avail. 
Somehow the numbers we tried to use to verify are now attached to the account and thought that deleting those would reset things and allow me to start over but that didn't work and it seems like the linked numbers are not deleted. Tried just adding the new number to verify but that didn't work.

I think the account needs to be reset but that would need someone from Google to do that and there is no way to contact anyone at Google to help. Unless they are reading this. If someone from google is reading this please go and please reset my Voice account and remove the previously linked numbers so the hourglass is gone and I start over and try again. Thank you.

There is no one from Google reading this forum.  This is an entirely a community run support site.
 
The term "Verify" is very confusing with Google Voice.  Just because one can add a number as a linked device on their account, it doesn't mean that it is eligible to be used to sign up for a Google Voice number.
 
You will need to use a different phone to verify the account.  You can then remove that phone as a forwarding phone, and re-add your phone as a forwarding number.  A phone number can only be used once to verify/reclaim a Google Voice phone numberThis includes if the phone number was used by someone who was assigned the number before you.  This is an anti-fraud and anti-abuse measure.
 
You might need to use a friend or family member's phone to verify, just let them know that if you do, they will not be able to sign up using that phone number for verification.  However, they will be able to link their number once they find another number to use for verification.  If they don't plan on using Google Voice, this shouldn't present any type of problem.

I had read that in other similar topics.
However it doesn't explain why the page won't fully load, why I can't remove linked numbers, and why I keep getting the error noted in the title.

I would suggest loading the Google Voice webpage in an Incognito, or Private browsing session to avoid endless spinning when opening the page.  Once you confirm it does, then you can disable ALL extensions and try again in a normal window.  Then re-enable one extension at a time, until you figure out which one is causing the issue.

I tried using incognito mode, disabling all extensions, deleting cookies and cache, a number of times to no avail. the problem is still there. 
It was worth a try anyway, thanks.
