Upgraded to a Galaxy S10 plus and having trouble with Google Voice calls and set up

Hi Dave Rodriguez, welcome to the Google Voice community forum!
Make sure you are logging into the exact same Google account on your S10 plus that you were using on your S8.  It sounds like you may be logging into the wrong account.
If you need to determine which account your Google Voice number is attached to, you can visit the following web page in your desktop/laptop browser, and put in your Google Voice number.  It will reply with a hint of which account it is tied to, and send you an email to that account.  You may need to check your various accounts (including Spam folder) for the email.
Please let me know if you're able to find the correct account for your number.
