Instead of my voicemail greeting, it tells the caller that the call could not be completed please try again. I've tried turning google voice off and on again. I tried deleting and re-adding my number. Nothing seems to be working. This started about 2 days ago on 4/3/19. Any idea what's going on?

Hi Sasquatch, welcome to the forum.
 
Please turn on Do not disturb and make some phone calls to your Google Voice number from phones not affiliated with your Google Voice account.  The expected behavior is that the callers will be sent to voicemail directly.

Hello, I tried turning on do not disturb and calling and had the same message come up.

Is everyone getting the disconnected message, or just callers from specific carriers?
 
Can you please put your number into https://freecarrierlookup.com and let me know the results?  Make sure to make the first 6 digits of your phone number, and only post the last 4 digits.
 
Can you also put your phone number into the recovery tool located at: https://www.google.com/voice/account/recovery and make sure you receive the email from Google about the account?
 
Please let me know the results of these two tests.

EDIT: Please confirm that the 4509 number is your Google Voice number.
 
Can you please take some screenshots, and post them here?  While logged into Google Voice on your desktop, click the Settings Cog (Settings) to the right of the search bar.  Then
  1. Take a screenshot of the section that says "Account",
  2. Take a second screenshot of the section that says "Linked numbers",
  3. Take a third screenshot of the section that says "Forwarding numbers".
Blank out the first 6 digits of any phone numbers, and only show the last four digits of any phone numbers.
 
Please post the screenshots here using the paperclip (📎) icon below the text entry field.

Hi Sasquatch, thank you for posting back with the screenshots.
 
It does not appear that you have a Google Voice number, according to the screenshots.  The 4509 number you listed (and put into the test sites I asked about) is your forwarding cell phone, but you don't have an actual Google Voice number.
 
Did you ever have a Google Voice number on this account?

If I needed a Google voice number to use Google voice before then yes I had one. I've been using Google voice for years and it just suddenly stopped working last week.

How do I get a Google voice number? If I get one will it fix the issue?

Were you just using Google Voice for the voicemail?  Perhaps you had a Google Voice Lite account (for voicemail only), which is no longer available.  If that's the case, then you should get a GV number.
 
Do all of your old voicemails still show up in your Google Voice logs?
 
If you do not make an outgoing call, or send an outgoing text for a period of 6 months, then your Google Voice number will be reclaimed for non-usage.

Update: I realised I hadn't "purchased credit" even though I had linked my credit card. I bought some credit, and it worked like a charm after that! Great service, highly recommend for international calling.
