Hi Allene Lyons, welcome to the free, consumer version of Google Voice (a telephony product) community forum!
That's the beauty of Google Voice, and why it was first created. It does not care who your carrier is, or what your actual phone number is. If you ever change your personal number, you just need to add the new number to Google Voice. If you change your carrier, you'll also need to re-setup your Conditional Call Forwarding (CCF), so that voicemail is properly sent to Google Voice.
That's why Google Voice was first introduced as "One Number for Life"! You have nothing to worry about if you change from Verizon to Consumer Cellular for your personal phone service.
I hope this answers your question!
