Hi pariskl:  thanks for posting in the volunteer user-to-user Google Voice Community forum.

Well, your question has nothing to do with Google Voice, Google's telephone calling and messaging service but I can't resist helping you get rid of Bing.

Open the Chrome Browser app on your Android phone.  Tap the three vertically-stacked dots in the upper right corner of the screen, then tap Settings.  Under "Basics", tap Search Engine, then change it from Bing to Google.

Beats me.  Do you have any Microsoft apps installed, like Outlook email or Office 365?  The method I described is the correct way to change the Android operating system's default search engine.

Right. Yes, the Microsoft items are what I'm thinking too, which probably means this happened during an update since nothing else I have is recent. If that's so [Microsoft], what makes this situation any different than any other 'bad', sneaky, in the backdoor app, etc., that I need to uninstall? Again, thanks so much for your efforts.
