The Chromebook has a cell number, but Verizon says that's really just for data, and not for calling or getting calls.  I have Hangouts, and I have a Google voice number.  I've tried all combinations of those.  What I really need is for the Chromebook to ring (if that's possible), and to receive the call on the Chromebook.  I can make calls; I just can't receive them.  Is it possible?

Forget about the phone number assigned to your Chromebook.  As you were told, it's just a data modem number, not intended for telephone calls.
 
However, yes, you can now make and receive telephone calls directly in Google Voice.  It will use the microphone and speakers in your Chromebook, or an attached headset (hardwired USB or Bluetooth).
 
There is no setup involved.  Just go to the Google Voice website, click on the telephone handset icon to get to the "Calls" screen, then either click the green icon to make a new call, or click one of the calls in the calls list to call that number.

Well that seems to work if I make a call.  Then I can hear the call on the Chromebook.  But what I need is for some external number to call the Chromebook, and have the Chromebook get a ring and answer.  I have an android app that needs to receive calls.  I've tried calling my Google Voice number from another phone, and was hoping that my Chromebook would get the call.  But this seems impossible.

Thanks.  That makes sense.  I've almost got it.  

So the Chromebook is really a web browser -- I see.  I did call my Google Voice number, and it does seem that all browsers that were logged into my Google account (including the Chromebook) did get a call.  But on the computers (Chromebook included) there was no "answer".  The phones ring, but there is no notification on my computer or my Chromebook at the time of the call.  Then later I get a notification on both of those that I missed a call, and when I go into Voice, I can see the voice mail message.  Seems like I am missing something.  [Hopefully this is my last question.]  Thanks
