I need to unblock collect calls from county jail facilities how do i acheive this?

Hi Renee Davis 2430, welcome to the free, consumer version of Google Voice (a telephony product) community forum!
Google Voice cannot accept collect calls. The credit you add to your Google Voice account is only for placing International calls.
Google Voice is not a service to be used for inmates to call. In fact, many correctional facilities specifcally ban the use of Google Voice, or any other call forwarding systems. Some will even punish the inmate for attempting to call such a service.
You'll be better off using some other phone service, to receive calls from your inmate.
