Since last week (perhaps with the new google voicemail system configuration), callers are sent to my ATT voicemail box rather than to the google voicemail box. I've had ATT extend the number of rings before caller goes to voicemail from 5 to 10, but alas this has not solved the issue. Anyone else have this issue?

Google Voice VM is permanently set to activate after approximately 25 s of wait. In your GV account, disable call forwarding to all of your phones, and have somebody call your GV# and see if it works as designed.
Have somebody call your ATT phone directly and see how much time that 10 rings take.
If the linked phone is off or you reject the call, the ATT VM may activate before 25s is up.

 Slightly different, I noticed a month ago on my windows 10 phone, if it’s in airplane mode when you  call it the phone number gives an error message recording l. If it has a signal and is ignored I still get sent to my google voice voicemail-box. 

When I had it set up I did it over the phone with AT&T tech-support, who said that the settings were now hard coded in on their end and should followed the # in the future if I change phones or Sim cards.

Something has indeed changed on the GV end. I gave up and called AT&T and asked them to increase my rings before my cellular VM picks up to 6 rings, or 36 seconds. You can do this online via an AT&T account unless you have a corporate account.

I also had the same issue, and called ATT to have my voice mail profile disabled all together, and then asked the ATT agent to ensure ATT VM does not prompt at all. This worked
