I was talking to someone using my regular phone number and the phone started ringing!

It was someone calling on my google voice number.

Can't the app detect when I'm in the middle of a phone call?

To the best of my knowledge, no app, on Android or IOS phones, was designed to detect if user is in the middle of a phone call, so GV is no different than others.

Mine has started doing the same thing after having to uninstall and reinstall...PLease HELP!

@Rob48173 Actually, the stock "phone" is an app.  Look in "all apps" for "phone". That app can tell if I'm currently in a call and it just makes a beeping sound in my ear and I can put my current call on hold and answer the second call.

it's not the app which is doing it, it's a phone service provider feature called call waiting, and works the same on all phones, smartphones or not.

Thats what my phone used to do before having to reinstall GV. What do I need to do to get it working again, Please help! Its driving me crazy...

There is 2 ways GV can forward calls to your phone, controlled by "Making and receiving calls" settings.
 
"prefer wifi and ...." will send ring signal over the internet to the GV app. The app will ring disregarding the fact that you are already talking.
"use carrier only" will send ring signal to your phone's carrier. The carrier would know that you are already talking and will send beeping sound to your phone app instead of ring.

Mine has the same issue. When I'm on a call, a continuous ringing can be heard in the background. It's so distracting that I've had to uninstall GV

This is now happening to me when I am on a call.  The ringing in the background is constant and frustrating.  Please advise what steps I need to take to make this stop.  I searched Google Voice on my phone and nothing came up.  Please help!

Ask your provider if they can turn off  call waiting.

So, I open GV, tap the hamburger button, then settings. Scroll down to the calls section, tap on making and recieving calls, then select "use carrier only".

I will try this. I use GV for privacy purposes not to save minutes so not using Wi-Fi is not an issue for me. 

For many others, I'm sure the only reason they use GV is to save minutes by purposely using Wi-Fi for calls. So, this is still a pretty big flaw.

No one was trying to call me and GV was off. I was not on wifi when it happens.
