In the past, I had the option to make and receive calls with my GV number, but using my voice minutes instead of data.  The dialer would place a call to a Google proxy dialer.  The person receiving the call would see my GV number but I would be making the call through regular carrier voice.   This was handy during the hurricanes when mobile voice was active, but data down for 3 weeks.   Also, my carrier now throttles data at random times,  so the quality of the call is inconsistent.

The person receiving the call would see my GV number but I would be making the call through regular carrier voice.

You have to call using an old fashion Google Voice method.

First, dial your own Google number from your carrier telephone. Depending on your Google Voice settings, you may hear either your own Google Voice voicemail greeting, or you'll directly get a Google Voice prompt to listen to your voicemail and make an outgoing call.

If you hear your own Google Voice voicemail greeting you can interrupt your voicemail greeting by pressing the asterisk [ * ] key, enter your PIN (if prompted) and if you are using a telephone that is not one of your verified linked telephones, respond to the "unknown telephone" challenge by keying in the ten digit carrier numbers of one of your linked carrier telephones) then you can listen to new voicemail messages, or press 2 to place an outgoing call, followed by the 10 digit phone number you want to reach, followed by the # key.

You want to do the latter (press 2 to place an outgoing call, followed by the 10 digit phone number you want to reach, followed by the # key).

There used to be a setting in the app that would do this automatically.  Was that feature killed in the last update, or am I just not finding it?

Thank you.  I had to replace my phone's dialer with GV app.  On my previous devices, I could use the default dialer with the GV number.  There was an option to use GV number by default with the Samsung or OnePlus phone app... or have the dialer ask every time whether to use GV or the Carrier number.

If you'd like to use your phone's default dialer, and change the way your outgoing calls are made, whether by Google Voice, or by your cell provider directly, please open the Google Voice app, and click the Menu () button on the top left corner of the app, and select Settings.  Next, scroll down to where it says Calls.
 
 
Tap on Calls started from this device's phone app and the following screen will show up:
 
On this page, you can select whether you want to use your Google Voice number for:
  • Yes (All Calls) (Make all calls through Google Voice, & show GV number as Caller-ID on all calls)
  • International Calls only (Only uses your Google Voice number for international calls)
  • Select number before each call (A popup will ask you each time you place a call)
  • No (Make all calls through your carrier, & show carrier number as Caller-ID)
