I am unable to receive the verification text from PNC bank when trying to enroll my Google Voice number.

Same problem here.  Why is this?  Not true of all banks (Ally, for example).  Kind of negates a key benefit of having Google Voice.

This is a restriction imposed by your bank, not by Google Voice.  Google has no control whatsoever as to whether or not your bank will, or will not, send their verification shortcode messages to a Google Voice number.
 
The SMS shortcode system is inherently insecure.  The US government (NIST) has officially declared it as such, and recommends not using it.  Nonetheless, it continues to be used, because it would be a massive task for the banks to deploy a stronger system, such as hardware security keys or authenticator apps.
 
Banks that still use SMS verification are attempting to limit possible fraud by only allowing their shortcode texts to be sent to true mobile phone numbers, which are somewhat less prone to fraud.  So, this is a wise move on their part.
 
Use a true mobile phone number to receive two-factor authentication (verification) codes.

I have the same issue with PNC as well.  I use my Google Voice # primarily and it works with all the financial institutions I deal with, except PNC.  And their website doesn't work with any authentication app like Google Authenticator either.  Almost tempted to go elsewhere without MFA.

This is actually good security practice on the part of your bank.  You must enable the bank to send the 2-factor shortcode messages to a true mobile number.

A true mobile number doesn't work anywhere in the world.  With Google voice, every US number is a local call for me even when I am outside the US.  Even if they require a real mobile number, why not support an authenticator app like the one from Google?
