How do I handle a 'Licensing problem' error?

It is possible that when attempting to bring up an Urchin 4 configuration, all that appears is a screen with a text message of "A Licensing problem has been detected. Please contact your local system administrator to resolve the problem.". The most likely cause of this is that that Urchin's configuration data is missing or corrupted. This configuration data is saved in the data/conf directory of the Urchin distribution. The only recovery for this is to restore the configuration from backups.
