How do you remove a user that is set to 'Org Admin'?

Everyone,
We are
trying to remove legacy access to GTM that was granted to a third party who
appears to have been set as an 'Org Admin' some time ago, but whenever
we attempt to remove this account, the following error reports:
No
permissions to remove
You can't
remove direct permissions from the selected users because none of them have
direct permissions. All of them inherit their permissions from another
location, such as a user group, organisation admin role or a parent account.
If you
want to remove access for these users, you can view their permissions pages and
check where they inherit permissions from.
We have
searched for the location that would allow this account's removal, all the way
up to Account Settings, but with no luck?
Could
anybody advise on where to remove an Org Admin user?
