You can use a Google Form.

Here is an example. It is for a somewhat different purpose but maybe it will give you an idea of what can be done.

Hi,

what about creating a poll and embed it to your page.
I would allow commenting (mentioning further options) to the public but not adding them to the poll directly. Sounds like a chaos after a short period of time.

If you have finished the poll you could take the most chosen ones and create another poll, which includes the suggested ones in a 2nd step.

There are a lot of poll service websites on the web, e.g. this one

On this service you get an embeddable version, just by adding "/embed/" to the poll link, like: https://strawpoll.com/embed/YOURPOLLID

As you have mentioned Youtube (or maybe Twitch)...
If you are streaming, there are Chatbots, which include poll services or an own poll system:

If you're referring to Disqus this means you have not configured Disqus correctly.  For detailed instructions on how to do this, including a video and a working example, see:

Levels

Member levels indicate a user's level of participation in a forum. The greater the participation, the higher the level. Everyone starts at level 1 and can rise to level 10. These activities can increase your level in a forum:

  • Post an answer.
  • Having your answer selected as the best answer.
  • Having your post rated as helpful.
  • Vote up a post.
  • Correctly mark a topic or post as abuse.

Having a post marked and removed as abuse will slow a user's advance in levels.
