DPA neighborhoods added to CBRS overlays

To learn more about CBRS spectrum availability in the United States, you can now use DPA neighborhood borders with the Google Maps interface.

DPA neighborhood boundaries outline areas that are inside the neighborhood of at least one E-DPA. From the "CBRS" tab of the Overlays panel, you can toggle DPA neighborhood boundary visibility.

To prevent accidental changes to user management settings, you can now lock root settings.
