Second Engine for Education Version

I believe I am having the same issue as this user: https://support.google.com/programmable-search/thread/138966930?hl=en&sjid=5662597926877776173-NC

We have a verified GPSE for Education on our .edu. We have created a second engine for our internal-facing site (which is on a subdomain of our .edu), but it won't allow us to disable ads. How can we get that set up?

Thanks for the information provided.

Accessed your PSE engine "012153656452941562753:l6q61kvx5fc" and observed that this PSE engine "regis.edu" has been flagged as "non-profit" but is in "unverified" state which means this search engine can be downgraded to a normal Programmable Search Engine anytime and display Ads. The option to disable Ads for this search engine is temporary which can be removed anytime because this search engine is in "unverified" state. 

So, this is the reason your second PSE engine "b084af3ad28044ad8" is not getting upgraded to a non-profit version.
 
To have your Programmable Search Engines to be upgraded to a non-profit version and not to disable Ads, like to update that the verification process for upgrading your search engine to a non-profit version has changed. You will need to follow the document below and have your organisation registered as an GEdu (Educational Nonprofit) version and have your search engine upgraded to a "non-profit" version: 

Once you upgrade one of your PSE engine to a nonprofit version, the second search engine will automatically get upgraded.
