It is recommended that you could refer to the following message from help page Buy more Google storage:
 
Storage space doesn’t increase after upgrade
​​​​​​​
  • It may take up to 24 hours for your new storage to become available after you purchase a new storage plan.
  • If your storage is still incorrect after 24 hours, sign into your Google Account to check if your payment went through
  • If your payment went through, it’s been 24 hours since you upgraded, and your storage is still incorrect, try these troubleshooting steps.
  • If a charge is applied to your payment card, but you don’t find a payment reflected on your Google Account, check if you’re signed into multiple Google Accounts. If so, Google One may be purchased on a different account. You can cancel the purchase on that account and repurchase Google One on the desired account. Learn how to cancel purchases on Google One.
 
PS: If you bought storage through Photos, Gmail, or Drive, you must manage your account there.

Pooled storage are shared among users of Google Worksapce so it is possible that storage are used by someone else or some reason. You can refer to the help page Google Workspace storage FAQ for admins. If you have more questions, it is recommended that you can post them on the Google Workspace Community.

If they have been removed from Google Drive Trash for more than 25 days, it is likely they are not recoverable.

Cancel your subscription

Cancel a Drive storage plan
  1. Go to www.google.com/settings/storage.
  2. Sign into the Google Account where you purchased storage.
  3. Under your plan, click Cancel.
  4. Review changes to storage that will take place after cancellation. Confirm by clicking Cancel plan.
  5. You'll receive a confirmation email of your subscription cancellation. On the start of the next month of your plan, you'll be downgraded to the 15GB of personal storage for Google Drive, Google Photos, and Gmail.
Cancel storage on your Google One membership

Refund policy
Google storage plan purchases are non-refundable. The amount of storage you purchased is yours for the length of the subscription, even if you decide to cancel it. In some countries/regions, you can end your subscription immediately and receive a partial refund.
For Play Store purchases, go to YouTube Premium and Music Premium refunds.
For Apple App Store purchases, request a refund from Apple support.
