Using GA itself has no baring on SEO, except that you can use the data it provides to help improve SEO in conjunction with Google Search Console.
if you need to recover a GA Account.. 

**Something to note, not all GA Account recoveries are successful, for a variety of reasons.

A number of Google products do not offer a way to reclaim lost services due to company/employee changes.

The form that is submitted for this requires a Google Ads client ID in one of the required form fields.

If you are a Google Ads customer, please log into your Google Ads account and fill in the form or contact Google Ads support while logged via the Ads interface (you will need your Google Ads Client ID if you do), they offer limited GA support for Google Ads customers.

You did also mention dynamic IP.. 
Ghostery removes the need of having to be aware of each time your IP changes and having to constantly edit filters every time it changes.

Hi.. guess what.. this is not  Support.. this is a User to User help community. :)

The majority of that traffic in your real-time reports is Mobile traffic.. 

Mobile devices often batch hits to send the hits together in a group and sometimes not at the actual time they happen..the mobile devices do this to conserve battery power

Active Users .. someone that has sent any type of hit within the past 5 mins

Active Users per Page.. the number of users who have sent their most recent hit from that page.
Not always a pageview, could also be an event if you are tracking events of any sort.. or transactions etc.
If Weebly permits you to add the necessary tracking code...then yes

Others take care of the installation and you just need to provide your tracking ID in their provided settings eg Blogger

Some platforms such as Wix will not allow you to unless you have a paid account..

You will likely have to add an exception to Kapersky
To have them all reported in a single row under the one /vixia/ page, in the view settings, use the strip query parameter option and add in fbclid and any other parameters you want removed too

Keep in mind, like filters, this wont be retroactive on historic data already collected, it will only fix the issue going forward.

Remove the link from where ever it was shared so it's no longer accessible.. 
Then allow this traffic to fall off .. will take around 6mths that is the default  life  of that cookie.

URL builder isnt necessary, can be created manually without it too

Use a filter to only include your IP
For interface issues use the Send Feedback option in the GA interface.
Been Properties for the past 10yrs or so.

Ppl may not be adding a website to track, they may be tracking something else such as an App or POS system or even a coffee maker for that matter.
It's data spam, not a new phenomenon.
take a proactive role in keeping your data clean,

Demographics and interest reporting is not based on all site visitors, just a subset and it relies on 3rd party cookies/information,  so if users to your site don't have those cookies or do not allow the sharing of their information, you are going to be out of luck

In the Audiences > Technology > Network - Hostname report, 
is it only showing your valid hostname(s)? or are their domains  there that you dont recognize?

Also a link to the site would be useful
As I said.. take a proactive role in keeping your data clean,  
regularly monitor it, read up on it, and learn how to spot and deal with it. and apply filters and segments where necessary.

Don't wait or rely on Google to just filter/fix it. In a lot of spam data instances they don't.


Data spam is not a new phenomenon .. has been going on for years
It is not exclusive to Google Analytics either,
Google has done something about it. the option in View settings to remove known bot spam etc

Do a search and take a proactive role in keeping it out of your reports
could possibly try a regex however they are limited in the number of characters (cant remember what the limit is off the top of my head.)

Are you using Universal or GA4?

If Universal analytics.js or gtag.js -
has the default tracking code snippet been modified?
if so.. how/what changes were made?

If its the default tracking code snippet, install it also on app.a.com
make sure a.com is on the property's referral exclusion list (should be by default)

accounts.google.com cannot be added to the referral exclusion list.
adding the main google.com domain will see all referral and organic traffic from google and it's other subdomains as direct traffic = bad.
adding accounts.google.com does not work as you may expect, and is equal to not adding it to the referral exclusion list at all.

To stop losing your referral data to accounts.google.com you'll need to add google.com to the referral exclusion list and use the following setup:

You cant block it with Google Analytics, that isn't what GA does or is for.

True, GA4 isn't ready for prime-time. The label "beta" was removed too early and the constant insistance to switch to it is a mistake. GA4 isn't the next iteration of GA, it's a totally different product which not only require re-implementation (yet again!), but also to revisit the implementation logic and a re-education of the analyst.

Given all those - and the fact GA4 has become too complex for the casual marketer (still a very large proportion of GA users!), maybe it's time to consider other alternatives.

As for an expert, seek out one of the GA certified partners

As for logged in or non logged in users, depends how you have GA tracking configured.

If its an out of the box tracking script though, if you have the GA tracking script running on a page and someone views that page. its counted as a pageview.

Further views of the same page by the same visitor are also counted as pageviews.

If you look at that screenshot of the hit data..your Event Action is undefined.

Universal events require Event Category and Action, so are the events actually being reported as expected?

To see the dimensions/metrics, in the custom report, you would  need to include the hit they're being sent with eg Event Cat Book_Order
If it's the Universal analytics property, make sure you have nothing added in the Default page field in the View Settings  page


Also make sure there are no  filters applied that may be affecting how URLs are reported
