I suggest to wait 48 hours to 1 week before attempting recovery form again. Other users reported that after 1 week they managed to successfully recover their account.
Note: Keep in mind that using known location and device is very important as well as to have access to recovery email address and/or phone number.
If this doesn't work, I am afraid that account is lost and there is nothing else that can be done. I am sorry.

Your space is shared between Drive, Gmail, and Google Photos as referenced by this help article here. To see how much space you have left, on a computer, go to google.com/settings/storage.
Important: When your account reaches its storage limit, you can’t send or receive emails.
If you’re approaching the limit or if you've run out of storage, you can purchase additional storage or reduce your storage usage.
You can reduce your storage usage in any of these services to free up additional space. If you want to reduce the storage used by Drive, see Manage files in your Google Drive storage. Otherwise, consider the following options:
Empty your Trash:
Synced or uploaded files that are in your Trash use storage space (Google Docs, Sheets, and Slides don’t take up storage space). You permanently remove files and folder when you empty your Trash, so you'll recover some of your storage quota.
To permanently remove files from Trash:
- In Google Drive, click Trash in the left navigation.
- Click Trash > Empty trash at the top of the page.
Alternatively, select an item in the trash, then right-click and select Delete forever to remove only that file or folder.
Delete files that use the most storage:
- In Google Drive, got to your Storage.
- Click Drive in the box that appears. You'll see all your files listed by file size.
- Select the files you'd like to delete and click the Trash icon
