You can no longer create or post to Circles. However, you can still edit and delete circles.
In addition, the following has changed for Collections:

You can no longer create or follow Collections.

You can only create a post in a domain-restricted Collection from inside the Collection.

Google+ no longer recommends Collections.
However, you can still edit, unfollow, and delete Collections.

How following collections works
When you follow someone's collection in Currents, posts they make to that collection may show up in your stream.
You can follow a collection without following the person who made it.
Find collections that interest you
- On your iPhone or iPad, open the Google+ app .
- At the bottom, tap Discover.
- Search for the type of collection you’re looking for.
- On the collection you want to follow, tap Follow. Following lets you see posts from that collection in your home stream.
Unfollow a collection
- On your iPhone or iPad, open the Google+ app .
- Tap Menu Profile.
- Next to your "Communities and collections," tap View All.
- Under "Followed collections," tap the collection you want to unfollow.
- Tap Following. You’ll no longer see posts from that collection in your home stream.
Get updates about new posts from a collection
On your iPhone or iPad, open the Google+ app .
- At the bottom, tap Profile.
- Next to your "Communities and collections," tap View All.
- Under "Followed collections," tap the collection you want to unfollow.
- In the top right, tap Notifications All. When there’s no line through it, you’ll get notifications when something is posted to the collection.
