This has been a problem since early betas (beta 1 & 3 i believe) and has persisted through Android 11 full release, i have already performed a factory reset but the bug persists. Any fixes?

Yes, but it seems to be mostly prone on native landscape apps (mostly games). 

The way I've been able to reproduce this is by pulling the status bar or switch applications while the game is open, after a short amount of tries this happens, the only fix right now is to close and reopen the app.

I can confirm. This occurs whenever i reply to a message while playing in landscape mode. Super annoying.
Happened in "Brawl Stars" and "Arena of Valor".
Restarting the app is the only thing that helps.

Device is a Pixel4XL.

Same issue in my Pixel 3XL, with CoD mobile.
Regardless of the game, it seems that it's an interface problem in landscape mode on Android 11.

Same issue here with AFK arena. It also doesn't allow me to slide down the top bar of Google remote desktop to access the keyboard, I have to completely back out of my remote session just so I can have the top bar pop up for 5 seconds and click the keyboard. Definitely some sort of bug here

Same for me, Pixel4XL, in Random Dice and Legend of Solgard I have noticed for now. Sometimes even on the lockscreen. Only fix is to exit the app, very annoying.

Please give this a try: 
 
Setting -> Search -> search for "status bar" -> Enable "hide status bar icons on top of screen."

It's not the problem with the status bar only. It's with the navigation bar too. Both status bar and navigation bar overlay at fullscreen apps and game. Is there any fix for it ?

This been happening to me a lot lately when I open PUBG. Sometimes there's no navigation or status bar, sometimes only navigation bar and sometimes both. I literally have to close the game to get rid off it.

Hi Dinsan, the check box you are talking about is already checked and moreover disabled for toggling, like others have shared in their screenshots. So your suggestion isn't working, sadly.

PS: I am also facing this issue while playing PUBG.

I still can't make it disappear if I enable the hide status bar icon.
I get this on every full screen app, and since it randomly comes up when I am gaming, it is VERY frustrating.

Please fix this. I need to be able to play clash royale and watch YouTube without disturbance.

It used to happen on just a few full screen apps for me, but now it's on every full screen app. It seems to always be there after leaving the app idle in multitasking for more than a few minutes.

I'm also having this issue. Also, while in landscape fullscreen, the lines to open up all running apps on the bottom or to show where to pull from to go back on the sides of the screen also interfere with touching all the areas of the screen I need to touch.

I updated the phone today (android 11) and this exact problem appeared: the status bar is stuck when playing games in landscape. I have tried all the different checkboxes that have been mentioned in this thread, and none of it works. Very frustrating.

Same issue with full screen games and it covers some of the info. Only way to get rid of it is to restart the game, very frustrating.

This happens to me as well. While playing War Robots and Clash of Clans. It's really annoying to have to close the game and wait for it to reload. But closing and reopening does work for now.

Having the same issue and found this thread... Yep, does it in games since Android 11. So annoying, I can't access certain options in games that are covered. Tried all fixed listed above. 

Also, mine is not landscape and it still happens.

Yes this issue has started for me as well after updating to Android 11.  It has been unhelpful changing any of status bar settings gets rid of the bar during all games.

It's reproducible when you swipe up to show recent apps, then go back into the app. Either the status bar won't disappear, or the navigation bar won't disappear. Additionally, if the navigation bar doesn't disappear, when rotating the orientation the nav bar moves to the center.

Pixel 2 XL. Also happening for me in all games, randomly when switching out of the app from recents or dropping the notifications panel. Status bar appears solid grey and does not disappear until the app is completely restarted. Changing the "hide status bar icon" setting did not help. Issue started with the Android 11 update.

I'm having this problem.
I'm really not liking Android 11, it's got too many issues with it.
Why is screenshot a double button press now?  Even with 3 button navigation enabled, the screenshot option doesn't appear half the time.

Regarding the screen capture, I installed tip tap and I take the screen capture by sliding my finger across the fingerprint reader. however, the rest is a disaster. continuous reboots, lag, etc :(

Same here. Overlapping the fullscreen app and games. And I can't tap the area it covers like area near home and status bar which is annoying.

It is NOT fixed in October 2020 update.

And the issue is not just limited to landscape. Nor is it limited to apps. It's a systemwide, systemUI issue. Here's a ss from youtube in both portrait and landscape.

To trigger this, you need to pull down the statusbar, activate a pop-up window behavior, e.g. volume controls, DND mode, etc. .. then swipe up and swipe down the statusbar again in quick succession.

After 3-4 attempts, the statusbar will be forced to remain persistent.

This issue has been around since Android 11 beta and I'm surprised it's not being addressed since it's something so visibly evident if you are a normal user consuming media/playing games while interacting with the statusbar/QS toggles.

I use a 4XL.
