it is to indicate there is a notification that will not fit in the space available.

Nope! I just turned on data it is showing white dot I don't have much notification I just noticed this bug right after update, If I charge the device the dot disappears!

That is because "Until 6:45 PM" is removed when you put it on charge and it then creates more space for notifications so yup.
