Can the bootloader on all pixels be unlocked?

I want to buy a phone I can unlock bootloader on but still use with verizon.

If you buy it directly from Google (Google store) and choose the unlocked version you will receive a device with an unlockable bootloader.

If you buy directly from the carrier (Verizon, T-Mobile, etc.) The bootloader will be encrypted by them and you will not be able to unlock it.

An unlocked version will still work with Verizon.

I bought my Pixel 5 from the Google Store the Verizon version it stated it came OEM unlocked. When I looked when I got the phone. I checked a month later still OEM unlocked. I checked today and it is grayed out for OEM unlocked. How do I fix this issue?
