Can't remove action notifications from bottom of screen

Question

I have turned off every notification I can find yet there is still a notification bubble at the bottom of my screen every time I do anything. It covers the bottom row of the keyboard and is super annoying. It seem to stay on screen forever. It follows no matter how I navigate through the phone screens and apps. How do I make it go away?

Hi Kimberley,
Sometimes updates mess with this setting for some unknown reason...
Go to Settings - Accessibility - Timing controls - Time to take action (Accessibility timeout) and set it back to default.
