Google Assistant on lock screen with Pixel 3 not working correctly

I'm having a lot off issues with GA on the Pixel 3. Was waiting for the latest version of google app to release to see if it fixes it but it just made it worse. 

On version 8.39 GA seems to respond once then will not respond if you ask for assistance until 10 min later. I joined the beta google app which updated it to 8.44 and that has since resolved that issue. However GA still has the same issue on 8.44 as it did on 8.39 and 8.33. I'm aware on Pixel 3 they have locked GA down so it cant make phone calls and messages unless the phones unlocked, however i think they have created a bug in doing so.  If the phone is on the lock screen however its not locked due to trusted location or a trusted device such as my keyboard or car, i will ask google assistant from the lock screen to "call X contact" and it will come up on the screen displaying "calling X contact" however it will just stay there not calling anyone. If i swipe up to go to my home screen i give the same command "call X contact" and it will come up on the screen displaying "calling X contact" and also speak it out to me and call the contact as per usual. Hence why i think ojn Pixel 3 due to the new security implementations they have caused a bug. 
If the phone is locked and on the lock screen and im not within a trusted location or a trusted device then GA will respond you need to unlock your phone to perform this task, as per usual. So this issue only occurs when GA is on the lock screen and the device is not locked via smart lock, be it trusted location, device etc

Any experiencing the same issue or can test on a Pixel 3 if they get the same results? My wife on a Pixel 2 can make the calls from anywhere because they have not implemented these security features on older pixels yet.

Just updated to 8.55.3.21 and same issue persists. GA does not respond on lock screen when unlocked

I have the exact same issues. When connected to a trusted device and not technically "locked", it cannot place a call or send a message. It does just like you mentioned where it shows on the screen "calling xyz..." but it never actually calls them. If it's unlocked with the screen on, everything works fine. This kind of defeats the point of "handsfree" when driving. This all used to work fine on my Pixel 1.

Please try opting into the Google APp beta program. It has been perfectly stable for me with no issues.

Thanks Jimmy for confirming this. I thought I was the only one having this issue. And yes mine was working perfectly fine on the Pixel 2 as well.
 
Scott look at initial post. This issue occurs on the stable and also both beta versions including the 8.55 version released today. Can you confirm if you have the device unlocked by a trusted device and are on your lock screen you can make a call to on of your contacts using GA?

This issue is becoming more widespread. Can we please have google developers raise a bug issue tracker for this. This bug renders Google Assistant useless on the lock screen.

This has been happening in my Pixel2 for months. It's definitely a bug and reported many times elsewhere. Some 'fixes' such as toggling the smart lock or retraining the assistant won't work.
 
The ok Google awake when the phone is idle and in the Loa k screen fails to work.

You mention a bunch of version #s in your original post, however the Beta version that is current is 8.55 and the regular version that is current is 8.49 so I suggest trying to update your apps again.

I wrote a follow up comment and said same issue on 8.55. Also 8.59 looks like it just got released an same issue persists there. Obviously Google developers have not been made aware of this issue since it's occured at least since 8.33

OK missed that, but not Salim just escalated this today.

I myself cannot replicate the issue, I can place calls with the P3XL using Beta Google Assistant

For me as well, it's on Pixel 3. 
Before the Jan 21 update it was like Rick said, the assistant responded but the commande was never executed. 
Now if the screen is locked, to ask a question, to make a call or to set a timer, those will be well executed, but the command "navigate me to xxx" can be responded, however to start the navigation you'll need to unlock the screen manually. I assume it's designed like that?
