Going into a guest account is all I have tried

Please explain the "keybind" you are trying to use.

I'm going to assume you mean the Ctrl + Alt + t keybind to access a crosh session, if not, like Mike said, please explain.
 
Do you get an error message similar to the below that says: crosh is not supported ...
 
If so, this is a known issue and should be resolved soon, if not already. It's been restricted from view now but I linked it below:
  • Issue 1040999:  Chrome OS - Large Spike on >Linux>AppsNotWorking "vmshell is not supported on this version of Chrome" Beta 80.0.3987.39
However it may depend on the channel & version you are using. A workaround for this issue is to install and use the 'Secure Shell' app linked below:

i am trying to use ctrl alt t but it wont even open crosh
also i cant use secure shell to install crouton so i can install ubuntu as a seperate desktop (switch with a certain keybind because this is not a dual boot installation) so i can get a windows vm on my chromebook

For one thing, you can only use crouton from Developer mode and that's outside the scope of this forum.
For another, crouton is not a dual-boot scenario, it runs along side Chrome OS.
 
Sorry, but we won't be able to help you any further since we don't support Developer mode here.
You could try getting support on reddit or somewhere else possibly.
