Since upgrading to Android 11, images taken on my Pixel 3A have incorrect file names. For example, an image taken on 2020-09-17 at 10:25:10 has a file name of PXL_20200917_142510414.jpg.

Please mote that Google Have advised that this is working as intended as a function of the Pixel with Android 11/Google camera 7.5
Google Photos does not have influence on that design and the only option available is to use feedback to express your concerns or contact Pixel Support for further clarification.

Hello Francesco,
Please check Android settings; System; Date & time to check for the correct time zone. It is usually best to use network-provided. This would also explain the issue with your videos as the offset is 4 hours for both.
Regards,
Peter

I'm having the same issue on Pixel 3 XL.. ever since the update to Android 11, timestamp on images has been 2 hrs ahead, similar to the OP. And yes, I've checked my time and date settings (user network provided). Hopefully they can fix this, it's just a little nuisance.

I'm having the same issue. Seems to use UTC rather than the correct time zone, though the "Date Taken" attribute is correct. Rather silly oversight on their part. Now when I pull up a picture, I have to be conscious that the name of the picture, though it represents a time and date, does not represent when the picture was taken. I take dozens of picture a day as part of my inspection work, having a wrong timestamp like that is non-trivial. I'd almost rather the pictures be named an arbitrary number rather than this, it would be less likely to cause issues down the line.
