Hi Mohit,
here's how to back up your photos using mobile data:
  1. on your Android device, open the Google Photos app
  2. slide right to open the main menu
  3. tap Settings
  4. tap Backup and sync
  5. under CELLULAR DATA BACKUP, tap Photos
Please note using cellular data to back up your photos involves potentially expensive data charges from your phone carrier.

there is no such setting !!! what have google done to this app, i want to back only via cell data !!!

All fine except I don't seem to have an option in back up and sync for cellular data??

The heading is Mobile Data Backup. There are two toggle switches one for Photos  and one for Videos. Turn them both off unless you want to eat into your mobile data. With them turned off photos will only be synced using a WiFi connection.

All the things are correct but whenever i click on cellular data usage my screen goes all black.

I haven't founded any option like cellular data what are you improving google photos before update there is a lot of but they all are now hidden.

For those of you facing problem with mobile data upload, go to PLAY STORE and search for google photos.
Uninstall it and then open the older version of the app .
It will ask for backup and sync, you can select to use unlimited mobile data for the backup.

Apparently it is a problem in the new version 4.29, so you have to degrade it to 4.19 which can be done by uninstalling it in the playstore. Make a backup of the older version and keep it as a backup.
