I've uploaded videos days ago, but they're still not displaying full screen. If I try to download the video, I get this message: "Video is still processing and can be downloaded later".
I've uploaded videos of the same format before and haven't run into this. I'm uploading the videos through Chrome on my desktop.
How much time is needed for the videos to process?

It seems even a small HD video / small file size will be stuck in the processing queue for a long time. I tested with 150 MB video clips that were uploaded 1 day ago and which were caught in the processing loop preventing download.
Here are some findings - I got better /truer mileage with Work Around 2.
Work Around 1 - Proposed by IJR
-> Tested with a 150MB HD video -> the actual download was not HD - rather 360p.
Goto Google Photos. Select the videos you want to download. Click Share. Select Create a link.
Copy that link and paste in a new tab. The selected videos will appear. Just go to the Options menu (3 dots) beside the share icon. Then download all.
I had tried this earlier - but as mentioned by IJR - once you get to the shared vids (quasi album) - just download all - > without selecting them !!! :) If you select a subset of say 3 out 5 videos - it will not do anything - and you get 0 downloads. Same if you select them all. Wow. Code review please. Thank you IJR !

Work Around 2 - Upload to 'My Drive' (Google Drive) . This assumes you used your Android or Google account phone to shoot some video clips and want to upload from your phone or other device to the cloud and then download them from another device. Tedious but gives me the original file (150MB) on download. * There are some keys steps - so read carefully. ps. If you try to play the video uploaded to My Drive - you will get the 'We're still processing ...' message - same as from Google photos.
-> Tested with a 150MB HD video -> the actual download I got from My Drive was the same file.
1- Go to the video from Google Photos on your Android phone (Sorry I didn't try with an I-Phone - maybe someone can try out)
2- Launch the video then pause it.
3- At the bottom left - select share and then save to My Drive (Google Drive) **BUT ** careful there is another hurdle so keep reading.
4- Check phone notifications (Swipe down from top of phone)
5- You should see an upload in progress. Unfortunately this will get stuck - so don't expect it to complete. It will provide some bogus error message about your wifi being down -etc... So:
6- Tap on the upload in progress in the same Notifications list (swipe down from top of screen).
7- Once the new window is provided you will see the file being properly uploaded to My Drive (your Google cloud drive).
8- From 'My Drive / Google Drive ' - then you can download.

You can download the video by opening Chrome developer tools, finding the <video> tag and copy the URL of the video, and open it in a new tab and save it.

My videos from Aug 2017 were stuck in processing for 10 months now, those are my only copies, any idea on how to get them processed or at least get them back? I can't even download them. Thanks

I’m having the same issue!! I downloaded ALL of my videos off my phone on to google photos & now O can’t even watch them on my laptop or downloads them back to my phone. My only copies too. :(

It seems that every time I have a problem with Google services - I find someone else that has the exact same problem and NO RESOLUTION, months or even years later. I have a video from Sep 2019 that is still "processing" and I just uploaded a video today and who knows if it will ever finish.
In the case of the Sep 2019 video, I uploaded again and it worked. I'm trying that again with this one.
