Yes, “Open in Snapseed” option from the 3 dot menu when viewing an image IS working again (and has been since approximately October 31 - sorry I was ~out of town~ and never closed the loop on this issue).
I use this interesting photo editor frequently (on my iPhone and iPad). I particularly like the Perspective and Healing Tools and the Smooth filter.

I don't see any "Open in Snapseed" option, but when I open a picture in the Google Photos app on my Android and look under the 3 dots right-up, I see "Edit in" and then I can select Snapseed and proceed.
After editing the result is saved in a device folder named "Snapseed".
So I don't see any problem, apart from a total change in appearance of Snapseed itself.

Hi. Thanks for responding. I perhaps should have specified I’m using apple devices (perhaps the interface is different). I’m encountering the same issue in both my iPhone and iPad.
When I click on the three dots I see an “Open in Snapseed” option, as per photo, however when I select it nothing happens. I’ve been using this function without issue up until yesterday.
I’ve tried signing out and back in as well as uninstalling and reinstalling both google photos and Snapseed.

In that case I would do nothing - it can be a temporary glitch due to some update.
You also can edit quite reasonable in the Google Photos editor (the 3 lines at the bottom): the picture shown just needs to be straightened and cropped to 16:9 and then use the automatic filter. And that is enough for most pictures.
But if you use this editor, you also may see 9 tiny blocks at the bottom and maybe you can start Snapseed via that option (I also see a Gallery-editor there).

I followed the steps posted by Scott Trufant on 11/12/19 (see above) and it worked for me on Android phone (Galaxy S9). It's not as user-friendly as before. But it works.
