I have the same problem.  .jpg is not displayed on the pop up list of file types.  .jpeg is on the list, but not .jpg

When I renamed some .jpg file as .jpeg files the uploaded normally.  There was nothing wrong with the ,jpg files.  The problem is on your side,  Google, you have a bug to fix.

" .jpg is not displayed on the pop up list of file types"
My first reply was based on uploading manually.  Do you refer to a pop up list in "Backup & Sync" ?
In that case I am no expert (I don' use B&S), but would be surprised that photos with extension .jpg would not upload.

"Google, you have a bug to fix"
Maybe, but we need more users having the same issue before we can escalate.

My procedure has been to open my "Google Albums" and click on "Upload", then "Computer."  I used to be able to find the .jpg files to upload.  Now I can find .png and .jpeg files, but no .jpg files even in folders I know to be full of .jpg files.  Now if I change the .jpg filed to .jpeg files I can easily upload them.  If I select the "All Supported Types" link on the bottom right ".jpg" does not appear on the popup list.

Normally standard extensions like jpg or jpeg and png are not shown in the Windows-filemanager at all, unless specially switched-on for viewing in settings.
So normally you just select all files in the chosen folder for uploading and that will be no problem at all, unless for other reason not directly shown, like they already were uploaded in the past or your account has no space anymore.
