My problem is very simple. I want to sort my photos on the Google app, running on Android. For some hilariously stupid and incomprehensible reason, this is not possible in the "Photos" portion of the app. From what I've found, you can only sort photos which are in an ALBUM - NOT a folder (AGAIN, WHY???). However, once I create an album from some photos, Google Photos is trying to sync them to the cloud, even though "Backup & Sync" is turned off. WHY? I've tried toggling the "Backup & Sync" bar to see if anything changes, but it doesn't. Has anyone found a way to turn this off?

I can't believe how ridiculously simple this task is, and Android/Google can't do it. Already regretting the switch from iOS.

Google Photos doesn't use folders, which is why you can't move the images from your Google Photos library into folders within the App. Not sure why you can't organize Albums within your App without backing the images up to the cloud. It's possible that Google Photos is designed to use Albums only through cloud access, but if not, the following might solve your problem:
  1. Tap the Menu at the top-left of the Photos view in Google Photos App.
  2. Tap your email address (or small down-triangle) and select Remove Active Account  (or on an IOS device, select Manage Accounts and toggle off your active account)
  3. Shut down, then restart your phone.
  4. Login again on the Google Photos App to your Google Photos Account.
  5. Go to Settings and be sure that Backup & Sync is off.
  6. Take some test images and confirm that they are not backed up.
  7. Within the Google Photos App, place the test images in an Album and see if they remain only on your phone.
If this doesn't work, you should try uninstalling and reinstalling the App (if your phone permits it) then following steps 5-7 above; or instead follow this link to Clear Cache and Data (a process that may be different from the link depending on your phone or version of Android) before steps 5-7.

Thanks for the response all. I guess I will download a third-party app instead of using Google Photos - between the inability to sort and automatic cloud back-up, this app does not fit what I need. Not to mention the automatic back-up of albums is blatantly misleading, since I have back-up and sync turned off... I wonder how many people are having their albums backed up without even knowing it?

I find this immensely irritating.  I hate to change from google photos, but I want to control what is backed up from my phone -- best replacement app suggestions?
