Can backup and restore call block list from Android phone?

If i plan to switch/ reset my phone , how to restore my blocked mobile list.

Unfortunately there is no current way of backing up your block list I'm afraid. However please give feedback to the developers of the application so they can hopefully put your request on their roadmap.
You can do so with the instructions below.
If you'd like to send this as feedback so that your request is sent to the dialer team, here's how to do that. Whilst in the dialer application go to help and feedback and finally go to send feedback.

Hi Prasad tr! in this link What gets saved with Backup by Google One 
tells you that it is the copy that is made, including calls, but does not indicate in any case about blocked contacts.
And this other link Block or unblock a phone number
If you don’t want to get calls from a certain phone number, you can block it. When the number tries to call you, your phone declines the call automatically.
does not talk about it either, so I understand that no, it cannot be done.
