"requirements" are very strong suggestions rather than absolutes. For example CNN is a very diverse news website. Sports Illustrated is not as diverse. Either could rank well for football news, but SI is more likely since it is concentrated effort versus a more diverse site. If you are a football news site competing against Sports Illustrated for football news, adding news articles about the latest trends in yak hair crafts to would be foolish.

Mehul - Well, when you say "original content", do you mean you are going out and doing your own original reporting? Getting quotes, digging up previously unpublished facts and information, original photography, those types of things?

I received this response - We're concerned about accountability on your site. Users tell us they like to know who is writing the content they read, so we look for news sites with author biographies and clearly accessible contact information. Please improve this aspect of your site, as well as checking that your site follows our other guidelines, before re-applying for inclusion. However, all my bios contain info about the author and their social network information. I don't understand what they're looking for?

The Complete Herbal Guide - the 'accountability' reason goes beyond bios and social network information. A good bio also needs to be credible. Accountability also extends to the publication itself... has it been publishing for a while, it is established, is the about page credible, are physical address/phone information included on the about/contact pages... it can even extend into whether or not there is original reporting or if the articles are rewritten from other sites.
Krishna R 5578 - think quality over quality... one original news report a week is better than 20 articles a day rewritten from other sites. Total News?... Google doesn't publish any guidelines on that, but I'd suggest having a good publishing history established, maybe 4 or 5 months of steady publishing of good, original, reporting.
I have a video with my own tips for publishers applying for Google News here: https://goo.gl/v0XjPS You might take a look to see if there is anything else that might help,

Thank you, Chris. This site has been live for over 6 years. We have made tons of improvements over the years and we're constantly working on improving the site. I will view the video and make any changes necessary to qualify for Google news. Professionalism and quality content are two things I take very seriously. I just need some help because they were so vague with their reasons for rejection. If you go on the site you'll see how well everything is written and displayed.
