Closed caption guidelines for US content on Google Play

Beginning in April 2016, Google Play no longer accepts new content for the US storefront without closed captioning assets unless burnt-in subtitles are provided. Providing a captions certificate will not exclude a title from requiring captions.
This policy includes:
- Content that may not have traditionally been captioned (e.g., bonus content, concerts, sporting events, etc).
- Content with partial English subtitles (e.g., forced subs, multiple spoken languages, etc).

If the entry is No for an avail line item in the CaptionIncluded column for a title in the US, the avail will be processed normally but will not be published until caption files are provided.
