What is the difference between delivered and received?

I ask in regards to a message I sent recently to another google pixel user. The message has "delivered" written beneath it. However, when looking at the detailed report of the message, the message was sent as a text message (so NOT RCS) with a status of "___" hasn't received. Does anyone know why something like this would happen?

Does the wireless carrier of "another google pixel user" support advanced messaging or RCS on their pixel device?

Chat features are only available for certain devices, service providers, and wireless carriers, including Jibe Mobile from Google https://jibe.google.com/ Chat features applies to you and the recipient.

If your conversation’s compose bar says “Chat message”, your messages are sent using chat features. You can check your chat features availability and status by going to Menu Menu and then Settings Settings and then Chat features. Chat messages you have sent are darker blue than SMS/MMS messages.

I believe "Delivered" means delivered to their carrier.  "Received" means delivered to their phone.  Most carriers don't support the latter.
