Chat features stopped working on Galaxy Note 8 after Android Pie update 1 Recommended Answer 14 Replies 78 Upvotes

I had Android Messages set up as default messaging app on my Samsung Galaxy Note 8 since I've bought the phone. On Android 8, with Android Message, chat features were working very well.
Then I updated my phone a couple of weeks ago to Android 9 (Pie), the one with the new Samsung One UI. Chat/RCS features stopped working shortly after.
This also happened on my wife's Samsung Galaxy S8+.
I contacted my GSM provider (Vodafone Romania) and the said all should be OK.
Then I contacted Samsung technical support. They told me I should reset my phone to factory defaults, and then it surely will work. 
Well, I reset my phone, but it still doesn't work. Now Samsung wants me to send my phone to the service ... which is stupid.
When I try to enable change features, Android Messages tries to enable it, but it remains stuck on the screen with the "Excuse the wait... " message and never manages to enable Chat.
I would also like to note that Chat features stopped working on Android Messages, Samsung Messages, or Vodafone's Messages+ app as well. So I am at loss here.
Plus, my wife's Galaxy S8+ is on a different provider, Orange Romania, and it still has the same symptoms.
I also tried to reset Android Messages phone data several times and reconfigure it from scratch.
Any other ideas would be really welcome.

Unfortunately no. I tried turning wi-fi on or off. I even let my phone 24+ hours on 4G only so that my provider can surely register my phone.
I am trying to activate chat daily for the past week or so, on either mobile data or wifi.

Check the message centre number. It's not your phone number

Message Center says "unknown". If I set it to the number from the Vodafone website, it doesn't help. I still cannot enable chat features. Plus if I force stop and start Messages, the Message Center number reverts back to "unknown".
SMS works just fine though.
