Notification Won't Go Away

I have a red notification bubble over my google maps app that will not go away. I cannot even figure out what the notification is supposed to be for. My notification settings has everything off and the "recent notifications" screen is completely blank. I've tried restarting my phone, signing in and out and in again, and deleting and redownloading the app, and the little little red bubble is still there. It has been there for about 36 hours, though before I started trying to solve the problem, I hadn't launched it in over a week. The app is fully updated for the most recent iOS.

I know I'm not adding a solution, but wanted to echo your comment.  Have the same issue with google maps on my phone too.  Have signed out, back in, uninstalled and reinstalled google maps, but the badge remains.  I read somewhere that this may be due to offline maps that need to be updated, but mine are already updated. This has been the case for me for last 3 - 4 days. I'm running iOS public beta 10.2.1,

I actually figured out how to fix it for me at least. I don't remember the exact step by step but I went into google map's settings and turned on all notifications, then I went into my phone's settings, found google maps, and turned off the app's ability to send badge notifications. The bubble disappeared and then I went back into the app itself and turned off the notifications again.
 
Not sure if it'll help you since I didn't have any offline maps downloaded, but I hope it does.

Levels
