Is google really giving prizes?
I live in Portugal and while browsing google chrome it appeared that I had won a prize, namely an Iphone X. I had to answer a questionnaire. Is it true or was it just phishing?

Probably not. Just be on alert for any spam/scam e-mails you might receive and do NOT reply (even to say stop sending me stuff).

When you give your credit card number to someone, they can use it to buy things online and the money comes from your credit card account. You are actually paying for what someone else has bought.
If you have ever done this, you should immediately contact your credit card company, cancel your current account, and have them open a new account. Also check for items you did not buy.

I doubt there's much risk to your computer or account (still, it wouldn't hurt to change your password). But you need to contact your bank about the scam as they'll probably want to change your account.
