Which version of Windows?  Windows Mail or Windows Live Mail?
Are you trying to use POP or IMAP? 
What server settings are you using?
What errors are you getting?

Windows 10 x64    v. 1809 (build so 17763.107) (fresh clean install)

Windows 10  "Mail" app:    v.  17.9330.21365.0


Linking gmail account via guided procedure returns error 0x8000000b


Linking gmail account by manual setup  procedure using this values:

Incoming email server: imap.gmail.com:993
Account type: IMAP4
Outgoing email server: smtp.gmail.com:465


returns -> "We couldn't access this account. You might need to update your password or give the account permission to sync to this device."


Password is without a doubt correct.
In google account options "allow third party apps" is already set and windows (this pc) is showing in the list.

I recently started to have the same problem
Windows 10 Mail (on my PC) using standard (and also tried the advanced setup as stated above) Gmail account.
For years this standard setup worked, then a month ago the incoming mail worked and the out going mail stopped.

I sent a Google account email then:
I received an email message (on my second verification account, not google) from Google saying that the security on the Google mail program (app) prevented the send.
There was a link to verify that the send was from my real computer.
After clicking verification, doing this a couple of times, the standard quick email account setup works.

You should also verify on the Goggle.com mail settings that Windows was allowed to access all your google apps.
