Mail Delivery Subsystem Message

I keep getting this Mail Delivery Subsystem email (message below) when emailing this one specific person only. Why is this happening when sending an email to this one person? 

Message not delivered
Your message couldn't be delivered to blank email (I removed email address) because the remote server is misconfigured. See technical details below for more information.

The response from the remote server was:
554 5.4.14 Hop count exceeded - possible mail loop ATTR34 [DM3NAM03FT016.eop-NAM03.prod.protection.outlook.com]
Locked
Informational notification.

They probably have a forwarding loop between a couple of accounts (mail loop).  After the message goes around the loop a couple times it fails and bounced back to the sender.  You'll have to contact them another way and alert them to the problem (they may not know yet).

That's odd because it works for other people I work with. One person even sent a test email to the individual and it went through.

Perhaps their forwarding is filter based.   A study of the full headers would confirm/deny my theory (although the error is pretty clear).
