Please be aware of the following details:
This is a real issue that many users are reporting.
This is a genuine outgoing text message from Google.
Google has been notified and has decided to not change the behavior of this verification process.
For possible resolution, Open your phone's Settings app, then Google, then tap on Device phone number (you may need to explore under other options if you don’t see it at first. In one of my devices, it was under Data & messaging), then Manage how others connect with you to check if you are able to change this behavior.
Be sure to submit in-product feedback using the Send feedback option in your Google app. The purpose of sending Feedback is to give the team a measure of the volume of users been affected by an issue or requesting a particular feature. The larger the volume of users asking for a feature or reporting a bug, the higher priority it assumes.

A fix for this is to go to https://myaccount.google.com/phone, Then you will see "Manage Auto Verification Process" and whatever devices you have connected, Make sure you uncheck on whatever devices you are using and it will not send texts to what I believe is a random number, Which was extremely alarming on my side as I've never ever seen this before.

Trust me when I say that the number, even though it may appear as another random Indian number and not a shortcode you'd receive your regular verification codes from, is genuine. So, there is no cause of worry. The feedback that the users would be better assured should Google choose to use a shortcode name or a fixed number has already been passed onto Google for consideration.

The Help center article - Verify your Android phone's number describes this action. "For your security, we'll re-verify from time to time to make sure that your phone's number is still yours. When we re-verify, you might get text messages from Google or see outgoing texts to Google. The message could say something like, "Google is verifying the phone number of this device."" Under the section "Change how your phone's number gets verified" now lists how to address this issue. Please post here if performing the steps mentioned therein doesn't resolve your issue.

"When we re-verify, you might get text messages from Google or see outgoing texts to Google."
That's the problem, the outgoing texts are not going to Google, it's going to some random Indian numbers starting +91xxxxxxxxxx. Google numbers never look like that, also that number is listed as spam/fraud at truecaller. That's what getting me worried, my email phone number being controlled by some potential scamster. Please help!
